On a serious note,
I truly dislike this kind of marketing strategy shit that happens so often in Corporate America.A logo should be a distinct symbol that will eventually be imbued with a company's brand values or ideals. It should be a blank slate that people will eventually fill in with their notions of that company.
But the WTF is this shit, just taking an abstracting of the American flag, throwing your letters into it with little consideration for typography or counterform, and saying your brand IS the USA. You can't just appropriate another brand's equity in an attempt to "kickstart" your failing business.

Update: The logo was designed by Brand Advisors of San Francisco, under creative director Tom Suiter, the Wall Street Journal reports.
For advertising, Creativity reports JCPenney is working with ad agencies Peterson Milla Hooks (PMH) and Mother, having fired Saatchi & Saatchi in December.
Who signed off on it?
JCPenney CEO Ron Johnson and president Michael Francis.

Look at who is involved (agencies and executives) and their marketing strategy. ( http://adage.com/article/news/jc… ) The strategy is nothing new, but certainly notable that such a big company is doing something so bold and against the grain. When shareholders and corporate boards etc are involved that is not easy. The logo might not be great now but give it a year or so to work the kinks out of how it's used. Jury is still out but definitely a company to keep an eye on from a branding perspective.
