buy the parts and do it yourself... it's cheap and easy.

hmm... quick question, is this bike for looks and style or practicality? If you are going for practicality, just buy a used road bike (all that matters is that the frame fits you) and strip it down... buy a new back wheel, maybe handle bars and/or clips...
you just have to keep in mind you're not just buying a bike but also expensive locks.

No worries, I was just giving my two cents on the topic. I have a fixie myself that I built up over time and it has still cost me less than $500. I'm just saying it can be done... but you are right it does depend on the used road bike you find.
