I agree with MrDinky that design is more than problem solving, it can often covey so many other psychological meanings that grabs the viewer and stirs something deep down.
Though, I remember a Chinese proverb "If you are not a part of the solution, then you are a part of the problem" - which comes down to my view - 90% of all designs are not even trying to solve anything but merely poses as problems. Problems for positive growth.

Do you pick it up with your hands, or use gloves, or use a scoop? Do you clean the carpet with disinfectant, if so, what brand, what small does it have, which smell do you prefer?do you replace the littler tray. Do you move the litter tray to a spot the cat may prefer? Do you consider putting the cat outside at different times to avoid the problem.
You work through processes and solutions to work out the problem. When you find one that works, you have designed a very personal solution to a presonal problem.Unless you like cat shit on your floor of course.
