because the position is being eliminated and has nothing to do with his performance makes it a lot easier (not painless mind you). Neither of you really have a choice in the matter as it's already been approved. take him out for lunch and express your condolences and contempt for this shitty incident.

Be honest, be direct, and don't bullshit them. Tell him/her that you can be used as a reference and write them a letter of recommendation. After their last day if they have a LinkedIn profile, write them a great recommendation. Arguably LinkedIn recs don't mean diddly to some, but to the person being let go it means a lot.
