Be honest, be direct, and don't bullshit them. Tell him/her that you can be used as a reference and write them a letter of recommendation. After their last day if they have a LinkedIn profile, write them a great recommendation. Arguably LinkedIn recs don't mean diddly to some, but to the person being let go it means a lot.
