kerning's terrible - that s & e shouldn't be touching.
radial loop thing is a bit generic and swooshy - doesn't fit the angel image, which in itself is too complex in relation to the letterforms.
I don't like the way you've alternated the shades either - if I were you I'd try this one in just black and white first, to get the composition right.I see potential - but in its current form, it's verging on awful.

- The trace of the gown and feet made me think of New Jersey (looks like a state border or something)
- Simplify the goddess and define the "O" more.

Sorry, don't like it, and here is why...
It feels like a rip off of "El Angel de la Independencia" (The Angel of Independence). The Angel is an icon and a symbol for all Mexicans. It's our statue of liberty.
