I can not understand Actionscript.
All my layers are ending up on top of each other and I know I'm doing many things embarrassingly incorrectly. For example, I don't even know how to use "gotoandPlay". I can't find anything online about the simplest things (perhaps I am using the wrong search terms). I just want one movie clip to stop when another clip starts up. And I have to do this a few times over.

Just leaving, but quickly.
gotoandPlay is a timeline control so if you're trying to affect movieclips that have been called onto your stage via actionscript you'll have no luck there.
As far as one clip starting when another stops you'll need event listeners within your script as well.
What are you trying to do? More of the guys here probably know more than I about AS3 — I don't use Flash much anymore.

OK, I have an effect for 35 frames at the beginning, and then I want it to disappear and a different image to come in around frame 36.
The main timeline has 1 keyframe for each layer, and then, within each layer, the timelines are longer. Can you even do that?
I have given the most important bits instance names.

yep, flash can have multiple nested timelines.
when i first started teaching myself, i found kirupa.com to be a massive help. download files that do similar things and work out how they are doing them. then amend the code to do what you want to do...
the help files within flash itself are also quite good.
