Expand the police
This would be a program where
a) Fewer police are hired, but they take a few salaries and put it to training: Conflict resolution, combat training (so they don't freak out and shoot) and some workshops where they just hang with some black dudes and have a beer so they can understand one another a little better
b) Add a department to the police that are in charge of getting kids off the streets - so free after school tutoring and social clubs etc.
c) Add a dept. that are there to respond to more domestic situations that are either non violent, or would benefit from NOT having a uniformed officer arrive which will only escalate
d) and still take a large chunk out of their budget and hand it to schools and employment schemes, so people don't need to hustle
