Internet crackdown coming?

I live in Istanbul Turkey. We shouted and protested a lot about this issue. Government recently issued a law that allows ISPs to start selling packages that allows pre-approved content. They say the reason behind this is to protect the families and kids by limiting their reach to certain sites, it'll be just like getting a cable package. The law doesn't apply yet and I have no idea how it'll be once they do.

So is this bill developed by Republicans? I'd really like to be sure of that. I can't wait for one of my fiance's relatives to tell me that "Obama wants to control what content you can have on a website and he will shut it down if they don't like what you're saying."
Looks like the Protect IP Act is Democrat sponsored, and the Stop Online Piracy Act is Republican sponsored. From what I'm reading, the latter of the two seems like the more serious one that's being discussed in this thread.

It's supported by both some people from both parties (and opposed by some from each). They are almost all in the pocket of the Chamber of Commerce, and big entertainment companies after all. Also PIPA and SOPA are basically the same bill.
After all the arguing over big business vs socialism, you'll find the Democrats will happily do the bidding of the big corporations, and the Republicans will happily give the government unlimited power to censor the internet, as long as someone cuts them a check.

Could you fight that law on constitutional grounds in the US? I mean could you use the Freedom of Speech amendment to render that law null and void?
