got a client that wanted me to kill 2 birds with 1 stone and now i'm stuck with doing a few flash ad banners for some of their vendors.
i'm not too familiar with the advertising standards and how vendors take in files, but if i want add a little 5 second video within a flash banner and still keep the file size to the restriction (35k), what's the process i'm looking to take? progressive download with an separate .flv file?

it will need to be a rich media buy if you are going to have streaming video. This also means you will have a larger k file size to work with. An flv stream will be what you will want to use for this.

i was hoping you would say yes. this clears a lot of things for me. so basically i need to look into the actionscript that plugs the .flv into the .swf and maybe contact the vendor for their preferred delivery methods?

lvl_13 said it - first you need to know if you have a rich media buy before putting the effort in because the cpm will be higher.
on canada.com (and other networks) a standard flash ad unit is 40kb max. a swf with polite flv download is still 40kb for the shell swf and up to 1.9Mb for the video. also, for a 5 sec clip i would recommend having it be completely user-initiated if there's audio that has to be a part of it. if no audio, the vid can auto play or whatever.
obviously check the req'd specs for the intended network - sounds like 35kb is max for you. video max is probably less as well, not that you need it for 5 sec.

also make sure to use a naming convention across all your files and incl. the fla's and the source vid (mov, avi) if handy. you may have to incl. fonts as well but it's safer to make all of it outlines. here's an example zip file:

it's a 300 x 250 banner that starts off with a few photos and text animating, then the video will play (with no components or audio, just play and take up the entire workspace) then a final call to action animation. so there will be absolutely no control on the user's end, just the damn thing looping.

sounds tricky. you have to consider the streaming flv download. i can't see your art but that sounds like a risk by integrating the video within an animating timeline. could get out of sync or worse. if you do build it like that, and you have time, have someone at the network check it first to alert you of possible issues.

also another tip: check that you're allowed to provide flash 9 as3 files because some networks only want flash 8 as2 files. this could be a challenge for you given that you are handling video within the ad unit.
for instance here's the canadian iab standard.
