lvl_13 said it - first you need to know if you have a rich media buy before putting the effort in because the cpm will be higher.
on canada.com (and other networks) a standard flash ad unit is 40kb max. a swf with polite flv download is still 40kb for the shell swf and up to 1.9Mb for the video. also, for a 5 sec clip i would recommend having it be completely user-initiated if there's audio that has to be a part of it. if no audio, the vid can auto play or whatever.
obviously check the req'd specs for the intended network - sounds like 35kb is max for you. video max is probably less as well, not that you need it for 5 sec.
