how does one go about downloading a blog-skin (design) tweaking it and then using it?

You've confused everyone here.

The short answer is no, that will not work, because Wordpress themes require not just the HTML and images but also PHP files which tell it how to render correctly, database set up etc.

Just make it on your own. They aren't hard to do. Especially if you are going to tweak it.

plash, i think your right, dude I have ton of shit in front of me.
I don't have time to make a clever blog for every client from
scratch. I was just hoping there was a method for
taking the basic skeleton of a blog offline then redesigning it,
and then uploading to the clients' sever.

I think you threw us off by using the word ripping, which usually means stealing someone's work;) Here's what you want to do:
1) Buy or download the theme you want - and you will need the actual theme, not just the HTML .
2) Install Wordpress on your server (or client's server) and activate the theme.
3) Jump in and start tweaking the HTML and images to morph it into your own design.
