    Senate Majority Leader Harry Reid (D-Nev.) began to make the case on Tuesday for using a majority-vote process to move the final piece of health care reform through the Senate and he slammed the procedure's GOP critics. Known as budget reconciliation, the maneuver requires 51 votes and can't be filibustered.

    The GOP has been demanding that Democrats take reconciliation off the table in advance of a bipartisan health care summit on Thursday.

    "I would recommend they go back and look at history. Since 1981, reconciliation has been used 21 times," Reid told reporters after the weekly lunch with his Democratic caucus.

    He insisted that Democrats would go to the bipartisan summit with an open mind and attempt to win Republican support, but if that didn't happen, "nothing's off the table."

    "Realistically, they should stop crying about reconciliation as if it's never been done before," Reid advised the GOP. It's been done in almost every Congress. And they're the ones who used it more than anyone else."

    Reid then rattled off a list of Republican legislative achievements that were pushed through the Senate. "Most of the stuff in the Contract for America was done with reconciliation; tax cuts, done with reconciliation; Medicare [prescription drug benefits], done with reconciliation," said Reid.

    President Obama presented a new health care plan on Monday that calls for raising the Medicare payroll tax on some households earning less than $250,000, an apparent breach of his campaign pledge not to raise taxes on families earning less than that amount. The president’s plan also calls for increasing taxes on interest, dividends, annuities, royalties and rents.

    In a Sept. 12, 2008 campaign speech in Dover, N.H, Obama said: “And I can make a firm pledge: Under my plan, no family making less than $250,000 will see their taxes increase—not your income taxes, not your payroll taxes, not your capital gains taxes, not any of your taxes.”

    Here is the transcript:

    President Obama: It is true that if we continue on the current path with Social Security, if we did nothing on Social Security, that at a certain point, in maybe 20 years or so, what would happen is that you start seeing less money coming into the payroll tax, because the population is getting older so you've got fewer workers, and more people are collecting Social Security so more money is going out, and so the trust fund starts dropping.

    And if we did nothing, then somewhere around 2040 what would happen would be a lot of the young people who would start collecting Social Security around then would find that they only got 75 cents on every dollar that they thought they were going to get. Everybody with me so far?

    All right. So slowly we're running out of money.

    But the fixes that are required for Social Security are not huge, the way they are with Medicare. Medicare, that is a real problem. If we don't get a handle on it, it will bankrupt us. With Social Security, we could make adjustments to the payroll tax. For example -- I'll just give you one example -- right now, your Social Security -- your payroll tax is capped at $109,000. So what that means is, is that -- how many people -- I don't mean to pry into your business, but how many people here make less than $109,000 every year? (Laughter.) All right, this is a pretty rich audience -- a lot of people kept their hands down. (Laughter.) I'm impressed. (Laughter.)

    No, look, what it means is basically for 95 percent of Americans, they pay -- every dollar you earn, you pay into the payroll tax. But think about that other 5 percent that's making more than $109,000 a year. Warren Buffett, he pays the payroll tax on the first $109,000 he makes, and then for the other $10 billion -- (laughter) -- he doesn't pay payroll tax.

    So -- yes, somebody said, "What?" (Laughter.) Yes, that's right. That's the way it works.

    So what we've said is, well, don't we -- doesn't it make sense to maybe have that payroll tax cut off at a higher level, or have people -- maybe you hold people harmless till they make $250,000 a year, but between $250,000 and a million or something, they start paying payroll tax again -- just to make sure that the fund overall is solvent.

    So that would just be one example. That's not the only way of fixing it, but if you made a slight adjustment like that, then Social Security would be there well into the future and it would be fine. All right? (Applause.)

    Regarding the earlier post on the false claim that the president plans to "raise the Medicare payroll tax on some households earning less than $250,000," please read this analysis from the Christian Science Monitor:

    "In his new health package, based largely on the Senate’s version of reform, the President lays out for the first time his own specific design. And to help pay for a broad expansion of insurance coverage, he includes several big revenue measures. The two biggest: He’d increase by 0.9 percentage point the Medicare tax for households with incomes over $200,000 for singles and $250,000 for joint filers. In addition, he’d impose a 2.9 percent tax on these same households on interest, dividends, annuities, and most other investment income."

    ...and verification from the Wall Street Journal:

    "Currently, the Medicare tax applies only to wages, without any limits. The 2.9% tax is divided in half, with workers and employers each paying 1.45%. The health bill passed by the Senate would raise the worker contribution to 2.35% for individuals making more than $200,000 a year and couples making more than $250,000 a year."

    It's interesting to see these fake groups and websites that these conservative billionaires set up.

    Here you can see they bought the domain http://socialsecurity.org which they use as a platform for advocating the repeal of Social Security.

    They have a page fear mongering the issue which says this:

    "Social Security will begin running a deficit by 2016, just six years from now. In theory, the Social Security trust fund will pay benefits until 2037"

    But back in the late 90s when they started the site they said:

    "Social Security could begin running a deficit as early as 2006. By 2012, Social Security will begin paying out more in benefits than it collects in revenues."

    These guys are determined to eliminate SS even though they have to keep moving the goalposts in terms of the "facts."
