Don't use coal because we've been using it for 200 years, we strenghtened our whole industry using it, we still would use it but we need to act globally warmingly correct.

They have had to change the name to a "Catch-all" title. How can you challenge something which occurs naturally anyway?

Most quota are issued for free and can be resold, some are auctioned to get the ball rolling and feed the tax man.
It is happening right now as we speak, British govt. sold £60m of these yesterday. They're not even hiding it anymore the money collected is not going into environmental issues:
