The plastic design feel, IMO, is just a byproduct of the extensible, applicable feel of web applications and interaction.

I think it is usually used to refer to the generation of apps and websites like MySpace, Facebook, Flickr and YouTube that introduced user-created content in a serious way. And also to the zillions of shitty startups that followed.
But, Meeklo is correct that it is also refers to the plastic looking design style that accompanied it.

SoulFly if you're being serious then ignore strictly design job postings that mention 'knowing' web2.0. These clients obviously don't know what they're asking for if they want a designer that 'knows web2.0'

web 2.0 is a new generic type of web structure and more often than not a is a business facade disguised as a social networking site
the tactics are that they usually the sites give away a "free" service or software solution to the public (say like, free storage), and secondly offers a "upgraded" or "pro" service for a nominal charge and usually a "lifetime" membership (say like $20 per year).
If the Web 2.0 can get enough members, well, they could really make a huge income base on this "social-networking" model.
It's really just another business schtick.

Anyway, if you have to ask the question now, I'm not sure how useful it is. The term is pretty played out, and most "Web 2.0" features have just become the norm in terms of site functionality.

Web3.0 will make a move back to flat colors and 3D mirror reflections versus base reflections.
Web2.0 for design seems to mean round soft corners, acrylic materials with gloss on them, bright color combinations with use of white space. Some starburst badges to indicate it's web2.0.... larger fonts for blind people.... use of cartoon-ish characters.
