  I think it is usually used to refer to the generation of apps and websites like MySpace, Facebook, Flickr and YouTube that introduced user-created content in a serious way. And also to the zillions of shitty startups that followed.

  But, Meeklo is correct that it is also refers to the plastic looking design style that accompanied it.
