ok so lets just agree on this then.
a) No one really knows what Web 2.0 means.
b) Clients / Job seekers copy paste requirements.
c) It is a term that will allow your project to at least sound sophisticated when explaining it to an un-educated client.
d) Plastic looking logos all look the same.
e) if you are going to do a reflection on it, please don't ignore the "p"
f) No one really cares

As a designer you should know. Even if it only refers to types of programming, you will design differently if you anticipate it will include "web 2.0" type of funcitonality (such as AJAX).
I think you can design for web, but you should be knowledgeable of what is possible and current as far as development goes.
I think this is important as the web moves away from static glorified brochure like design and moves more towards applications.

Clearly, a site doesn't need to exhibit all these features to work well, and displaying these features doesn't make a design "2.0" - or good!
