(Jun 11 07, 11:30)i took it to mean that they had a fantasy game of sorts with the mob and that those guys had tony on their team and wanted phil to be killed. so, the FBI guy tips off tony to where phil is even though he is not in his branch of the FBI. total speculation on my part though.
