I currently have an older Canon Powershot G2. If I got the 20D, would I see dramamtically better quality in shots taken under equal conditions?

You cant go wrong with the 20D. But I would also recommend the Nikon D70. Better handling and way-way better kit lens, and cheaper. But either of these cameras will make you very happy.

Yes, most definitely. Also, you'll get the same superb quality from 350d (drebel xt), just a bit worse ergonomics.
The main advantage of DSLR over compact cameras is not only exchangeable optics, but also low noise levels.
DSLR cams have bigger sensors (dimmension wise, not MP) which are way less noisy.
An ISO1600 image shot with a D20 (or 350D) is less noisy than your G2's ISO200. This gives D20 a huge advantage in low light.
Also, shooting with dslr, you can brighten up underexposed pics in postprocessing in a way you couldn't with compact. This applies to JPG too, not only RAW.
Simply put, there's more information recorded in shadows in dslr cams than with compacts.

I am a diehard canon user but I will conceed, the nikon d70 is pretty sexy. I've used it for a few projects and I really liked it.

I have a good eye but tend to get overwhelmed by complicated settings on the camera-wanna be able to shoot fast in low light if need be and make relatively few decisions about settings

There always are preset shooting modes. And you can move to manual ones as you learn.
Other models to look at are Minolta D7D (the only model w/ AntiShock), Nikon D70(s), Pentax *istDS.
Pentax is good for those who own old manual lenses (it fully supports 'em). Minolta is a great nightshooter (AS, very good and fast AF).
Try them all in your hands, you can't really go wrong with either one.
For portability: 350D or the pentax.The point with dslr is, you're limited by your lens quality (also aperture, zoom range). Good glass can be expensive as hell. The canon 18-55 kit lens is not known as one of very good quality. Still, it will probably produce much better results than G2.

nothing can beat control and flexebility of nikon..
I own canon 20d at work, not a big dial really... I own Nikon F6 (my personal) I will never leave nikon.. I might just add hasselblad :)
