No, the wheel itself might be overtensioned, meaning that the nipples are drawing the spokes to tauntly, creating pressure at the rim eyelet and causes that bulging that's in turn causes your brakes pads to make the rim like that.

that scwhinn is an 87. I have an '86 that is red and black. Other than that its the same Columbus tubing and Shimano 600 comps.
Funny how I found the exact bike and what I wanted to do with it on ebay. I was bidding when it was in the 100-200 range thinking that is what it would cost me in parts and labor. now it's off to the shop....hopefully I'll post pictures soon.

foreverwhatever- get a spoke tension meter. check the rim to be sure there are no cracks around the holes, if there are you're better off getting a new rim, safety and such.
speaking of safety... i recently discovered these great fixed hubs, i'm having a new one laced up to a velocity deep v as i type:

well i bought the bike for $160 at a used bike shop, so far ive replaced the rear rim, but the front is still what it was when i bought it.
but yeah, a new rim wouldnt hurt... but unfortuantely... i dont have any money
