I would probably draw them in PS as shape path layers.

when I draw them in PS, It takes me ages to do then on seperate layers etc.. I did this in 10 seconds using Alchemy and exported it as svg and this is why I am looking for a solution :)

can't you select all the bubbles in illustrator and distribute them to layers? then save it out as a psd?

Export as layered PSD.
Open PSD.
Option-click (is it?) a layer to turn it into a selection.
Take it from there.

If you're fine with the circles as bitmaps, not vectors in PS, I'd probably just spend ten minutes cutting and pasting in place on new layers - a stupid pain in the ass, but doable, quicker than finding a 'quick automated solution'.

Go into Illy, copy all, go into PS and paste...select "Paste as Shape Layer", that's it
