... like you said— definitely a welfare program for State / Fed workers and rainmaker for privately owned prisons...

The movie above made points about how the war on drugs killed good police work. So many budgets depend on drug busts that most cops don't know how to secure a crime scene, do real police work, or fill out paper work. Cops used to solve crimes and find the bad guys, now they have to go out and entrap and trick low level drug dealers into hopefully getting them to snitch on the big fish. Meanwhile tobacco kills more than all drugs combined and it's perfectly legal. Vicious circle...

War on Drugs concept came from prohibition. Prohibition actually started in trying ban farmers making moon shine to run automobiles at the time and bypass the gas stations. it was in conflict with oil production. not for people getting drunk. And then they discovered making something illegal creates money for the Gov. it made president for war on drugs.
So fast forward now. War on Drugs is linked to how police departments fund themselves and how much $ they receive from the Feds..
The failure in making drugs illegal is that it made it more profitable also for Cartels and Big criminals because it drives the price up of the product.
Good example lets take border crossing biz (not endorsing). It was like $100 to $500 to get someone to drive a van with people from mexico to US.
After Gov stepped in and put more resources and laws behind and crack downs. ITs cost up to 10k. Then murderous gangs got into the biz pushing aside the average driver. Same process with anything in demand thats illegal.Now with Cops under pressure for $ constantly.
Because of how courts are funded.example:
An underwriter Bank. creates a Bond which grants courts $ for operations. This Instrument is a Debt that has to be paid off.
Cops go out to give tickets to pay it off.So the more shit get made illegal then more tickets more customers going through the system.

example 2: When cops confiscate Stuff via drug confiscation they get percent of the take. Now the abuse is Civil Forfeiture. They are increasing taking more stuff from people. Basically they have become legalized criminals in the name of war on drugs.

Now with cops merging with the Military complex with war on terror. They have more resources and toys to get their $$. awesome.
Oh there is one snag that cops hate in all this profiteering. They hate people waking up. They hate people knowing law. Thus it makes sense to try subvert the law. and militarize even further because you are a terrorist, because you want to ruin their illegal tactics of making bank. shame on you.
Oh that pesky constitution and people who wont except the authority of the state.
Ironically people carry on and participate in the violence by handing $ over and not banning together to take care of this problem. more complacency, more of the same.

You forgot to mention the racial aspect. It's not exactly an accident that the "War on Drugs" emerged directly following the civil rights era. And that it was two conservative politicians, Nixon and Reagan, who were most responsible for it.

They've been crackin the whip on pot down here, its nothing $20 cant get you out of, but the average Mexican Pothead doesn't have $20.
All this talk about legalization in the states yet Mexico still keeps sucking Sam's big white Pinchi Verga while putting tens of thousands of lives on the line in return for a few iPhones.
