the 'authoritarian' types in this country still love their pointless war... whether they're Judges sitting atop the heap or some prick beat-cop looking to fill a quota or to just knock some heads because 'they're in charge'...
... like you said— definitely a welfare program for State / Fed workers and rainmaker for privately owned prisons...
