Photo Resizing for Printing

I'm starting to work on some photo prints for our house and luckily have RAW images to work from to enlarge. Looking to print at 11.5 x 11.5 inches for square frames.
What I'm hoping to do is recreate some imagery I've done on my iPhone using PicFX and Instagram, I'd really like to print the Instagram photos because the sequence of steps are very few to get the exact result I want. With PS, I've got a lot more options and might not correctly duplicate it.
So that makes me think: What's the best way I can enlarge the square instagram image (612 pixels square) to print at 11.5 x 11.5 inches with no loss in quality? Is there software that can handle image enlargement with no quality loss?
This is the type of thing I'm looking to print. Yeah, I know I could do the same thing in PS, but might not get the exact same color blend.
Planning on doing several on fine art paper for a nice screen printed feel to them.

612 / 150 = 4.08 inches
612 / 240 = 2.55 inchesI wouldn't do it with the Instagram photos. the close enough recreations will print so much better than enlarged previously compressed JPGs.
The quality you'll get from the Instagrams will be upsetting to look at over time, you'll appreciate the extra effort/time you took once you see it as an aesthetic investment

cs6 demo has some presets in adjustment layer to get some of those effects. Cant recall what its called but look for the new one.

That's about what I was thinking. I think with some work I can get the color overlay layer to look pretty close to what I want, give or take. The big thing is consistency since I'm going to do a series of about 6 images.
That image above was made by changing an image to Black and White in PicFX with blue streak style setting on iPhone, then using the new-ish Sierra filter in Instagram. Equally nice is the combination of black and white in PicFX, then Sierra in Instragram, to get results like this:

ah, I see, multiple effects from multiple sources, i too have done that. it's fun for email and online sure. The predicament of course increases, but i still feel confident that you'll kick yourself if you print enlargements

regarding consistency. Ever notice how different effects look dramatically different on different images? This problem even exists in Lightroom when pasting the effects from one image to another. this is of course due to the different histograms each individual image begins at. So I'm sure even if you were able to run all your images through the filter of your choice, not all images will come out with the appeal created from the first experiment that yielded the the first color range. As long as you understand that as you begin working you'll be more conscious of the originating image, the resulting images should stay consistent.

Also on the subject of printing, have any of you gotten photo prints on fine art paper so they sort of look like a screen print? With these prints as some other ones I'm hoping to do, I want them to have a matte finish and not look glossy.

i have most of my art prints done on acid free watercolor vellum - 300 g/m. the paper holds the ink well, and the texture is pretty deep. i like it.
