  That's about what I was thinking. I think with some work I can get the color overlay layer to look pretty close to what I want, give or take. The big thing is consistency since I'm going to do a series of about 6 images.

  That image above was made by changing an image to Black and White in PicFX with blue streak style setting on iPhone, then using the new-ish Sierra filter in Instagram. Equally nice is the combination of black and white in PicFX, then Sierra in Instragram, to get results like this:
