surfing without a wetsuit irritates the nipples, so if you surf without a suit you should shave off your nipples.

Use nair for men lotion and leave it on for an extra 15 minutes. Your only a man if you can feel the burn.

It's sort of like finger calluses when you play guitar. When you surf a lot the rash goes away and there is nothing to worry about. If you have a wetsuit its not a problem so stop being a little bitch.

you will be fine. only rashes you have to worry about are if you surf long hours like 2-3 a day. Then you could get a chafing rash around your neck arm pits or groin but thats usually only if you are surfing a lot. If you do get a rash just put on some vaseline before suiting up, and make sure not to get any vaseline or sunscreen on your board or you will be slipping off :) have fun!

Don't shave. You'll have no problems wearing a wetsuit. If you surf in warmer water, wear a rash guard. Chest hair won't be your problem then, but nip rash will be.
If you shave your chest, I think wearing a wetsuit will actually aggravate the follicles. Keep it hairy.
