on new years eve the thing to do in my neighborhood (and a lot of places from what I hear) is to shoot in to the air. I was sitting on my back porch and I could hear the bullets whiz back down. They whistle. Last year my friend had one go through his window and end up on his bed.

Once the bullet stops it's upward trajectory, and assuming it flew straight up, it's just the same as if you were letting it go from your fingers - it has no form of propulsion other than gravity. Therefore it all depends on how heavy the bullet is and how high up it got.
So, to answer whether it hurts or not - fuck knows.
