It totally depends on the design.
There are tons of conversion places out there, but a lot of times you get what you pay for (meaning cheap for work a cheap price).

I convert Wordpess HTML & CSS to PSDs for around $250.
I guess I'd do it the other way around for at least 4½ times more than that.

this advertising agency that wants to work with me do not have the design yet, they want me to submit my estimate first. but they do have a list of things that they want.

how good does the conversion have to be? don't you also need to add or use PHP?

How many pages, sub-pages, exception dialogues, etc....
How much of the PSD is designed with wordperss in mind? Or is it a bit of a hacked-out cut-pasted redesign of a print project? I ask because I've inherited messes designed with ideas that work in print but not on the web and not in wordpress...

I'd add on extra if it going to require a lot of php work in the wordpress template file to get the design to work too (image galleries, videos, tabs, accordians, etc). I had a similar project come across my desk just recently. Started off as a simple html/css chop up, then then wanted all this custom jquery scrolling/menus/fading images, etc added in--which wasn't part of my original quote or their spec.
