Funny how the video looks like it is a rendering from a video game and HDR originated from video game rendering.

high dynamic range is an important improvement in photo and video processing - however, people's need to push those sliders to the far right has hurt it's reputation badly. 'HDR' actually has nothing to do with the tonemapping (the tonal compression stage where floating point data is converted to 'LDR'), yet the name is generally, and sadly, associated with the above images.

I think the shot with the guy looks dickish, but the city scape has a nice matte painting surrealism to it, it's definitely a look that would be inappropriate for lots of things, but it's a look nonetheless. Just the fact that this possible is a nice advancement for available-light shooting, and can be advantageous in much more subtle ways. It shouldn't be shunned just because a bunch of dickheads like to overdo it.
