Regarding the plant, is the demineralized water radioactive or not? It doesn't say. Plus it says the plant has been in in "voluntary lay-up" since 1997, so what is the story??

whats the worst that can happen reactor meltdown wise? 10 mile radius of heavy radioactivity? 20, 30?Wasnt the big problem with Chernobyl that it exploded skyward and threw nuclear fuel and also far more dangerous fission products (thanks wiki) into the air and onto the surround area, also creating a radioactive cloud.
i imagine that wont happen in japan, surely the reactor is far more sophisticated.
