It is an interesting concept with lots of possibilities but they need to attract good games and lots of users. Steam is already attractive to indie developers and they have the store and market already so when they have a console for TV it will be a big player.

The controller will have two analogue stick – the d-pad, with eight gameplay buttons, but also a touch pad, so developers that have built games which use gesture control can easily bring those games to our platform.

It's designed to have experiences beyond the mobile game equivalent. There is a lot of power on the mobile devices now (HD graphics and all), but you really have limits to the depth of a game you can create when the consumer is mainly looking for quick and random entertainment/distraction.
Now that platform can be harnessed to create full games without having to create a new ecosystem. There have been MANY great mobile games where I have cursed having to use touch controls. Now that is solved as well.
Plus the hacking and emulation will be fantastic. Even if Steam created a console, it would likely be locked down and very restrictive. I feel if they keep the $99 tag, and market it online only, there is a place for this.

I welcome the effort but I'm looking forward to the next Xbox not an Android console with some indie games, honestly.

Does anyone have enough understanding of the industry to know what market penetration they would need to be truly viable and attractive to future devs, beyond just porting existing mobile games?

The big 3 would hate it I'm sure. There is something really perverse about a game that is to all intents and purposes, identical on PS3 and Xbox but almost has to be developed twice.
I'd really like it to be a console that's just, you know, a games console. And not one that can talk to my fridge or store reruns of Dream On. Dream On?
