if the content of the design is shit, the design is shit, doesn't matter how amazing the actual design work is - that is design's true dilemma.

TRUE! and I hate it when people say "thats the design challenge" when they are talking about designing something with crappy content. A duck is a duck and no matter how you paint it or dress it up it will never be anything else.
When I run into a bad project like that, instead of convincing people to change the content or give me something to work with, I am just going to manage the mediocre as much as I can and get paid, put it behind me, and put my time and effort into something that will actually improve the world rather then proliferate crap.

"A year later, some corporate designer in a cubicle creates an annual report...and stretches the types just a little, and chooses mildly offensive colors. The ugliness is still there, it's just been watered down."
i thought this was interesting as i have the opposite view of all this—that it is coming from the people in the cubes designing report covers in ms word with clip art graphics. think about a lot of improvised signs you see taped on a bathroom door set in 48 point centered times new roman reading "DONT USE BATHROOM BROKE".
i'm trying to determine whether this is some sort of response to that aesthetic—is it purely like fashion? or is there some type of deeper commentary that is going on, like an inside joke between designers? design that is deliberately undesigned, so as to mock the wannabe designers and hobbyists that frequent competitions and logo contests.

I think it is a reaction to what you said...not necessarily mocking, just reflecting reality.
