good design?

i thought this was interesting as i have the opposite view of all this—that it is coming from the people in the cubes designing report covers in ms word with clip art graphics. think about a lot of improvised signs you see taped on a bathroom door set in 48 point centered times new roman reading "DONT USE BATHROOM BROKE".
i'm trying to determine whether this is some sort of response to that aesthetic—is it purely like fashion? or is there some type of deeper commentary that is going on, like an inside joke between designers? design that is deliberately undesigned, so as to mock the wannabe designers and hobbyists that frequent competitions and logo contests.
