Most webcams come with software that do exactly what you want to do and all it would really take is running the software on your machine. You could link directly to the IP/port number on your machine or you could give it a name using https://www.dyndns.com. There are like a million ways this could be done.

well i know of people who do this to check on their vacation homes (for hurricane damage) and what not... i am guessing this would be a expensive version though and you would not need such type of cameras unless your cats are really destructive.
but yea they log in and can watch live. i would care but i can pretty much tell what my cat does all day long... oh look the blinds are fucked up he saw something out the window and he took a dump at some point, i promise you it will not be that exciting.
