Definitely. Not really as a disembodied metaphysical phenomenon, but rather as a regrettable part of human nature. It's been largely held in check throughout history by non-zero-sum regulation. Sometimes, however, that fails on a colossal scale (Turkish genocide, Hitler, Stalin, Pol Pot, 9/11, etc...).
