I think people see it as an upodate to the William Paley argument. To put it simply, you make an observation (IC), marvel at it's complexity, and conclude that no natural process can explain it. It appears more like they're speculating about intention, which is rooted more in philosophy than science.

That was actually somewhat insightful, mimio. The strongest element of ID is the argument of Causation. And you can ultimately melt it down to that. However, Paley's argument was primarily an Ontological approach which definitely would fall under Theology/Philosophy.
However, ID is much more. The Irreducible Complexity observation, rather than an argument from incredulity, is a logical inference. We know that specified, tightly integrated machinery always has teleology behind it. We also know that blind, a-telic mechanisms don't produce such machinery. They cannot, by definition. So, the inference to design is warranted.
