Soundwave isn't gonna be in the movie. I saw a list of the autobots and decepticons in the movie on AICN, and Soundwave was not one of them.

they cannot make megatron the gun because in the cartoon, he always shrunk down to transform, so soundwave could use him as a gun, even though he was larger than soundwave untransformed.
