Actually the chest is a pretty good target, safest for the headbutter. But a much better way is to get your head on the other guys chest and then drive upwards into his jaw along his body.The whole head to skull thing is dumb. You don't want to do that, you'll knock yourslef just as much..

he was most likely worried about hurting himself , the chest is a pussy move.
one who commits to the act of a head but knows they are gonna take on damage to themselves. Thats the point, it's an irrational act with no regard for your own body.
