the bs part of this is, yet again, america trying to dictate the internet. the internet is not america's to dictate. it belongs to everyone. it should have to be an international committee that decides potentially hindering laws such as this.
and this neutrality must pass. the last thing we need is corporations controlling the internet.

This week, the House is expected to vote on something termed, in perfect Orwellian prose, the “Communications Opportunity, Promotion and Enhancement Act of 2006.” It will be the first real battle in the coming War of Internet Democracy.
On one side are the companies that pipe the Internet into our homes and businesses. These include telecom giants like AT&T and Verizon, and cable companies like Comcast. Call them the pipe companies.
On the other side are the people and businesses that send Internet content through the pipes. Some are big outfits like Yahoo, Google, and Amazon, big financial institutions like Bank of America and Citigroup, and giant media companies soon to pump lots of movies and TV shows on to the Internet.
But most content providers are little guys.

only then did europe start to link in with nordunet

could a US company actually slow down a section of the net say in europe if they didn't owe the pipe out there? Seems this would only eff US consumers

even your isp can limit the speed you recieve at your house and will charge more to allow faster up/downloads
its already going on, just on a smaller scale

What I meant was if two people/companies in europe are sending stuff between themselves how can a US company with no interest/pipes in europe, slow down those two people's speeds.
Of course my isp can slow my connection if I'm using their pipes

kyle to answer your question in detail i hope, i would say yes.
only if this company control takes off, then at&t etc would have full control over speeds and connections. making sure the money transferring from ny to la was at top speed and to guarantee that, the connection between an im transfer between you and myself would suffer(only slightly) even though we are paying for premium service
in short, yes bandwitdh can be allocated by level of "importance"
the thing is there are only like 3-6 (i honestly don't know but I know its a single digit number, i think) major ATM backbones that everything runs off of, especially commerce between europe and the us.
someone has to maintain that/those thing(s), it's laying on the ocean floor. maintenace labor supplies etc are expensive, even isps like cox communications are just bleeding off that, the more they pay into it, the higher speeds they will be able to offer customers
though honestly, if the internet, is taken into private control, i doubt it will affect the average consumer.
there is no profit in taking it away from the peole that are spending the most consumer dollars on this medium of information transfer
