    kyle to answer your question in detail i hope, i would say yes.

    only if this company control takes off, then at&t etc would have full control over speeds and connections. making sure the money transferring from ny to la was at top speed and to guarantee that, the connection between an im transfer between you and myself would suffer(only slightly) even though we are paying for premium service

    in short, yes bandwitdh can be allocated by level of "importance"

    the thing is there are only like 3-6 (i honestly don't know but I know its a single digit number, i think) major ATM backbones that everything runs off of, especially commerce between europe and the us.

    someone has to maintain that/those thing(s), it's laying on the ocean floor. maintenace labor supplies etc are expensive, even isps like cox communications are just bleeding off that, the more they pay into it, the higher speeds they will be able to offer customers

    though honestly, if the internet, is taken into private control, i doubt it will affect the average consumer.

    there is no profit in taking it away from the peole that are spending the most consumer dollars on this medium of information transfer
