Is it a bad move to use 10% of a color with lower line pitches?

no. atleast pantone and i don't think so.
what were you thinking might happen?

as long as you use a 100% of one color, it deosnt matter the percentage of the other color.

I'm just trying to determine if the dot pattern of the magenta will look like crap... printed in a newspaper particularly.

newspaper: yes most likely it will look like crap, as most newspapers are registered badly.

are you doing prepress?... most truflow systems and such should figure / proof it for you.

I'm not doing the prepress. Hopefully, I would know this type of thing if I was ding prepress. ;)

why are you using 100cyan 10magenta?
the difference from 100cyan, 0 magenta to 100cyan 10magenta is almost invisible to the naked eye.

I'm looking at C100/M20 and C100... the former is too dark, the latter is too bright.
I gotta go order some Pantone books.

10% is the limit with newsprint, you might want to go to 15% just to be safe... but keep in mind that web printing will give you a variance of ~10% either way for each plate(especially with FM screens)... you can get things pretty good, but there's still going to be colour shifts between pieces.
your best bet is to get a colour scale from the newspaper/phone directory/whatever that breaks down the colours on a grid.
I think they're pretty common as newsprint is kinda weird.
