10% is the limit with newsprint, you might want to go to 15% just to be safe... but keep in mind that web printing will give you a variance of ~10% either way for each plate(especially with FM screens)... you can get things pretty good, but there's still going to be colour shifts between pieces.
your best bet is to get a colour scale from the newspaper/phone directory/whatever that breaks down the colours on a grid.
I think they're pretty common as newsprint is kinda weird.
