All the Sponsors and Co-sponsors (of HR 136, there are none of S 89) of the proposed bills are Democrats. So I don't see what this has to do with George Bush. There is not one Republican name on either of those bills. If you don't want to be drafted, vote Republican. Luckily with majorities in both the house and senate these bills will never pass. Fucking liberals twisting shit.
