Light a small fire in your flat before leaving for work tomorrow, make it look 'electrical' and you can claim it all back on the insurance. Sorted.

I've found telling people like this to 'Fuck up' helps.

If your neighboor listens to hip-hop, get a rock CD, or vice-versa. (try to figure out what type of music he wouldn't like)
Then, when they turn off their music at 3AM, put on "your" music as loud as you can. (make sure you wait about 10 minutes until they fall asleep).
Believe it or not, I used this method once. The next day the thug came and asked me if I was mad because of the noise. I said YES!, and I shut the door on his face.
No more loud music from him after that.

if you live in america it's illegal to play music loudly or make too much noise after 10:00pm. call the police. don't call 911. call the local police station or something. or you could do the flaming bag of poo...
