i'm in the same situation, but that is my own fault - i'm still living in a f* students' home.
every night crap music like prince, u2, meatloaf and other old-fashioned music.but i don't want to move - i do like my window view too much.
and the room is cheap as hell.

If you want to be really mean, you can just go up and ask for a cup of sugar, and while he's searching through his kitchen you could plant some random illegal shit and go back down and call the cops.
And you can make pancakes with the sugar later.

i've got a noisy upstairs neighbor too. i swear the guy has a bowling alley and his own small engine repair shop up there. and from what i can tell he also plays fetch with his man-sized dog... a lot!
