If your neighboor listens to hip-hop, get a rock CD, or vice-versa. (try to figure out what type of music he wouldn't like)
Then, when they turn off their music at 3AM, put on "your" music as loud as you can. (make sure you wait about 10 minutes until they fall asleep).
Believe it or not, I used this method once. The next day the thug came and asked me if I was mad because of the noise. I said YES!, and I shut the door on his face.
No more loud music from him after that.
