it's becoming increasingly difficult to find IT/web jobs in the US

i could have told you that.
right now i'm dealing with a freelance gig where i have been the frontend designer. for the backend development it is some gentleman in india.
total lack of communication, information is constantly being missinterperated, and when he's done with his "coding" the front end is all fucked so i have to go back and fix it.
no biggie really. i actually end up double billing the client for doing the same work twice, but hey... i guess knowone else will do development for nine dollars an hour.
you get what you pay for.

Yeah...it's the deal everywhere. One of my good animator friends was working on the (3d) intro for a TV show...and the actual episodes were contracted to a company in Asia. It's wack...

don't wait too long unfit, or is the economy in portugal as bad as it is india? the reason they're able to get all these outsourced jobs is because 9$ an hour is a damn good wage to them.

Move the manufacturing jobs of tons of American products to Mexico where you can pay people barely anything because they're 100x worse off for jobs than we are.

I'm just saying that this trend of moving all kinds of jobs to other countries is growing, like this article talking about IT jobs.
But I think they mean more along the lines of production of IT related things moving overseas-hardware, software manufacturing.

I guess it depends also on what we define IT as-the article may be a bit broad.
The article seemed kind of vague to me. What IT jobs does it propose to be moving overseas potentially?
Web sites, networks, databases, etc. are managed by IT professionals, I can't see these jobs going away, as long as a company has an office and does business transactions, or runs a web site, or whatever, they're going to need these people there on site.
So, I'm wondering what jobs they're saying would go overseas.

They're all moving. The first ones to go are the technical ones that no one can see.
Programming is a big one. They're no less intelligent elsewhere, and with plenty of pirated software, they can do anything (without legal concerns).I just bought a CD of 1000 (yup, 1000) models for $100 from Russia. Excellent models, here they'd go from anywhere from $50 to $500 EACH!
I'll be outsource the technical stuff, too, as much as I'd rather not. Even with the US, you can find some teenager to do the technical stuff for next to nothing and they speak English!
I worry about it, I've had one client go to Mexican sources for cheap renderings. Not much you can do about it. The quality is there (it's no longer 'get what you pay for', and they are getting more and more experience elsewhere).
I interviewed at a web place in Santa Monica about 2 years ago for freelance stuff. They had a whole team set up in China to do the backend and actionscripting. Crazy, but it looks to be one of the only ways to stay competitive (if you have a company).
