I can explain the law perfectly...
When a client has a gang of money, it's usually not their money and therefore the client doesn't have as much of a vested interest in every nickel and fucking dime....
BUT when the money is low. it's usually the clients own money and since it's low, they value every last fucking penny. and furthermore since the money is low they are not particularly successful at what they do or have done in life so the money takes on even more value to them because it might be their llast dollar to gamble with. it's a downward spiral of cheapness.

well, this is where the real sell comes in piper.
Call him and make she he understands why it costs $3k, how much it will probably be from ot er firms, and how much better it is to come to for professional work with that much more personal service, rather than dealing with an account mangager with 30 accounts.
If he feels he can't do it, don't drop your cost, offer to take some things out of his site. Maybe just do the html version for now for $x and then come back to the flash version later for another $x.
Once you hook the client an he realizes you're worth giving the money to, you can expect he'll keep coming back. At that point make your terms very clear and don't take any shit.

Yes Enobrev is right, I shall do that tonight. I hate selling, it's not my forte, but I'll do it if it means having money for my trip.

The budget is one of the first questions I ask when talking with a client. Some clients will be caught off guard by it, but that's when you have the table and start asking the questions about what they want. You'll have their attention.

i try to do the same althoguh a lot of them wait for an estimate before telling you, which is understandable
They never know if you're just ognna try and meet their budget regardless of cost.
If you get an estimate of what they want they feel more secure 'giving you their number' adn then you can add and take off stuff accordingly
