Always ask what their budget is...of course that almost always makes small biz clients look at you like you are a car salesman but that at least opens a dialog that enables you to explain services and what and why certain things cost more than others.

I can explain the law perfectly...
When a client has a gang of money, it's usually not their money and therefore the client doesn't have as much of a vested interest in every nickel and fucking dime....
BUT when the money is low. it's usually the clients own money and since it's low, they value every last fucking penny. and furthermore since the money is low they are not particularly successful at what they do or have done in life so the money takes on even more value to them because it might be their llast dollar to gamble with. it's a downward spiral of cheapness.

ring him and ask what he thought of the quote.. if he says to hight, say your open to requote, did you have a figure in mind. put in a quote for about 15-20% higher and repeat as nessecary. works everytime

well, this is where the real sell comes in piper.
Call him and make she he understands why it costs $3k, how much it will probably be from ot er firms, and how much better it is to come to for professional work with that much more personal service, rather than dealing with an account mangager with 30 accounts.
If he feels he can't do it, don't drop your cost, offer to take some things out of his site. Maybe just do the html version for now for $x and then come back to the flash version later for another $x.
Once you hook the client an he realizes you're worth giving the money to, you can expect he'll keep coming back. At that point make your terms very clear and don't take any shit.

Just tell him to get quotes from other agencies. He will be back. Just sit it out. I finally got a down payment from a client I first talked to over 6 months ago. That price is good if not a little low for not knowing what he wants and all. But contact him and get some feedback. Thats invalueble anyway.

Seems also that you offered a small per-project range. This could end up being trouble for you later, especially not knowing what he wants. Perhaps it would be better to price per page, animation, etc... Rather than saying you make any site for between 2000 and 3000.

Call him (if its been about a week or so) - "i just wanted to get your thoughts and wondered if you had any questions regarding my/oue proposal" - kinda deal.
If he brings up the money (and remember 9/10 proposal requests are for those who know nothing about what deign work costs and just needed the info) kindly remind him that:
(a) he would be spending 2/3 times more with some agency in a major city, you produce the same level of work if not better (and I know you work is by the way...) for less since you have lower overheads.
(b) Websites are expensive and usually run from $5 to $15 thou at the low end, tell him your price is $3g is very competitive for the work you PRODUCE, you can give him a site for $500 bucks if he wants be you know he wont be happy and be looking for yet another redesign in 6 months. Remind him that you reason he likes your work is because YOU SPENT TIME ON IT! No matter how good or quick we are at design, good well-designed work takes time.
(c) Websites are a one-off cost that yields returns long after the the site has beenn built. When your client has had his 10,000 very impressed new potential client visit his site, that only cost him 3cents, not a bad ROI.
Don't worry brother, your aim is right on - you didn't aim too high at all.

yeah I know my prices are pretty low, but I've been under priced so many times this summer it's not even funny.

i hate when people ask for a quote on a site, but barely give any detail and expect you to go with what you have said.
give the numbers and defnitely mention that the more detail, the more accurate the quote, just saves time and headaches.
for your situation, i'd hold off another day or so, then call him. don't email.
