No law is ever made or passed without someone looking to make money.
So who looks to profit from this new law?

Everything is low fat because everyone assumes fat makes you fatter.
It's true if you're taking in a lot of carbs, the fat is stored and the carbs are used for an instant energy hit, unless you have too many of those, then they're also converted to fat.
If you cut down to next to no carbs, ketosis is triggered and your body starts to digest fat for energy, both stored and consumed fat.

soft drinks are not hard liquor but refreshing mixes of ingredients (water, sweetener, flavor)
soda is from the soda water / carbonated water that is used as the main ingredient.

Why not just tax sugar instead of regulating size? Cigarettes, alcohol and gasoline become addictions/necessities to those who use them regularly and they are just taxed differently than other purchases....
Items with Xgrams of sugar are subject to X% sugar tax. And then they can adjust the tax slowly over time till we're all skinny or broke from the need for Pepsi and Lucky Charms.
